James E. Mister, AIGP, is a cross-border AI, technology, and dual-use leader with 13+ years of experience at the nexus of geopolitics, national security innovation, and industrial modernization between the U.S. and Europe. He serves as Co-Director of the American Council on Germany’s Eric M. Warburg San Francisco Chapter and previously acted as Bavaria’s official tech and energy envoy to the Western U.S. and a U.S. Department of Justice–registered foreign agent, shaping investment strategy, export priorities, and tech diplomacy across AI, semiconductors, quantum, cybersecurity, and advanced computing.
James has advised senior government leaders, Fortune 500 executives, $1B+ VC funds, and high-growth deep tech firms, including supporting OpenAI’s public sector strategy in Germany, leading U.S. due diligence for Bavaria’s $750M state VC fund, and helping scaleups secure $6.5B+ in public R&D and infrastructure funding.
